Vikalp Manch has been founded by Shailendra Singh, Ex. Dy.S.P. after resigning from the post of Deputy Superintendent of Police with Special Task  Force of Uttar  Pradesh Police. He resigned during his posting at Varanasi, protesting against the increasing criminalisation of politics. After resignation, he seeked justification of his resignation from the people of Varanasi, thereby contesting the Parliamentary Elections from Varanasi Loksabha Constituency as an independent candidate. Though he lost the elections, he managed to secure record votes ever polled by an independent candidate at Varanasi.

After the elections, in order to focus the efforts, Vikalp Manch was constituted to provide a better alternative to the existing system in the following fields:

  • Political: To provide a  better alternative  of the existing system which is in fact a degeneration of democracy or to some extent pseudo-democracy. To work towards rooting out corruption in public life. To spread political awareness and make people understand their political responsibility.

  • Social : To fight for interests of common man to ensure justice to them. To work for strengthening of weaker sections of the society.  To work for upliftment of village society through establishment of Vikalp Gyan Kendras. To employ youth in social welfare activities.

  • Economic: To guide the village society towards cooperative movement in agricultural field. To ensure economic freedom to women and youth through self employment .

  • Cultural: To work towards creating awareness and public opinion for above ends through publishing Vikalp Times monthly magazine. To work for preservation of our cultural heritage and our moral and social values.

Vikalp Manch has also been envisaged to act as a joint platform for all organizations working with similar objectives to come together and act unitedly, while at the same time, preserving their individual identities. The following organizations are presently active under Vikalp Manch:
